Proposal
1. This paper outlines the scope and timeframes for the Review of Parts 4 and 5 of the Commerce Act, and recommends expanding the scope of the Review to include Part 4A, which relates to the regulatory control of electricity lines businesses. The paper also recommends that the development of legislation to allow for the proposed gas thresholds regime be deferred until the Commerce Act Review is complete.
