Process
The Department of the Treasury (Australia) and the Ministry of Economic Development (New Zealand) have prepared this discussion document following consultation with other government officials and agencies. Written submissions on the issues raised in this document are invited from all interested parties. The closing date for submissions is Friday 16 July 2004. Comments received after this date may not be taken into account. After receipt of submissions, the Department of the Treasury and the Ministry of Economic Development will evaluate them and seek further comments where necessary before developing recommendations for their governments to consider.

If you want your submission, or any part of it, to be treated as "confidential", please indicate this clearly, including the grounds for confidentiality.
Please note that all submissions received (in Australia and New Zealand) will be held by both the Department of the Treasury and the Ministry of Economic Development. The contents of submissions will be subject to the Freedom of Information Act 1982 (Cth) in Australia, and the Official Information Act 1982 (NZ) and the Privacy Act 1993 (NZ) in New Zealand. If an application is made pursuant to these Acts for access to a submission in respect of which a claim of confidentiality has been made, the principles of these Acts will apply.
