Cabinet Paper: Ministerial Review of Regulatory Frameworks

55. A key objective of the Review is to work together with business to identify and then address the aspects of regulatory arrangements that are constraining economic growth. To engage with business on this goal, a communications strategy will be implemented along the following lines:

  • I plan to announce the Review on the evening of 22 May 2006 in a speech Delivering Quality Regulation for the Community, as part of the Vector Winter Lecture Series. A media briefing will be prepared for the afternoon of 22 May.
  • I have already briefed the representatives of the key sectors and stakeholders and there is genuine enthusiasm for the Review.
  • The Business Consultation website will be enhanced to provide information on the Review and act as a mechanism for business to lodge specific issues and proposed solutions with regard to regulatory frameworks.
  • A roadshow will be developed with key business organisations throughout the country who will be offered the opportunity to host an event. The roadshow will utilise facilitated sessions involving relevant government departments and will outline the purpose of the Review and the means through which business can be involved. This will provide an opportunity for business to identify specific issues and propose possible solutions directly to the Quality Regulation Taskforce.
  • Written material on the Review and how businesses can be involved will be disseminated to business groups (e.g. Chambers of Commerce, Economic Development Agencies, Employers and Manufacturers Associations, ICANZ etc), and will be available on the biz.org.nz and businessconsultation.govt.nz websites.
  • I plan to hold regular meetings with key business groups throughout the course of the Review to discuss progress.
