Review Process
15. The Ministerial Group for Quality Regulation comprises the Ministers of Finance, Fisheries, Agriculture and Forestry, Energy, Transport, Local Government, Labour and ACC, Communications, Building Issues, and Commerce and Small Business. The Review will work to a 14-month time horizon and will be heavily focused on delivering workable solutions to the business community and society more broadly. Milestone reports will be produced by 31 October 2006, 31 March 2007, with a final report provided by 31 July 2007. A timeline of the key milestones for the Review is attached as Appendix 1.
16. To progress the work programmes under this Review, I propose that an Inter-Departmental Taskforce for Quality Regulation be convened, to be led by the Ministry of Economic Development (MED), and include senior officials from the Treasury, the Department of Prime Minister and Cabinet, the Department of Labour, ACC, the Department of Internal Affairs, the Department of Building and Housing, the Ministries of Transport, the Environment, Agriculture and Forestry, and Fisheries.
17. The Taskforce will report to the Ministerial Group through myself as the Chair and will be responsible for ensuring that the work programme created by the Review is progressed within clear timeframes and delivers outcomes that meet the expectations of the Ministerial Group. In addition, the Taskforce will also be responsible for assessing issues and possible solutions that arise during the Review and ensuring that these are progressed in a timely and consistent manner. This will involve active consideration on whether particular issues can be progressed through a "fast track" response, regardless of their entry point into the Review (e.g. via a sector study or via the Business Consultation website).
Energy and Communications Sectors - Outside of Scope
18. An on-going work programme has been initiated by the Minister of Energy to review the policy and regulatory settings for the electricity market to determine what improvements can be made. Existing work in the Communications sector includes amendments to the Telecommunications Act 2001, following an Implementation Review, and a stock-take of developments in the telecommunications sector as a whole, with particular focus on the broadband market. Because of this work, these sectors are outside the scope of this Review.
