Review of the Plant Variety Rights Act 1987: Regulatory Impact Statement

The objective is to ensure that New Zealand's PVR regime provides an adequate incentive for local plant breeders to develop new varieties, and for foreign breeders to allow their new varieties to be exploited in New Zealand. The PVR regime must also provide an appropriate balance between the interests of plant breeders and those of society to as to maximise the benefits to society of granting PVRs and to be consistent with the Crown's obligations under the Treaty of Waitangi.
