Towards a New Zealand Electronic Commerce Readiness Strategy

Facilitating the growth of electronic commerce in New Zealand will play an important part in economic development.

This is because electronic commerce is driving significant changes in business and in the shape of both the economy and society. Ecommerce can potentially deliver to New Zealanders important new opportunities. Hence the Government must take account of this rapidly changing environment for initiatives for economic development to have the chance of maximum success.

In such a rapidly changing environment speed is crucial. Ensuring that all the issues that should be addressed by Government are addressed in a timely manner will assist the uptake of ecommerce in New Zealand greatly.

To this end this Appendix can be viewed as a first cut at assembling a New Zealand Electronic Commerce Readiness Strategy. Itdiscusses in more depth the issues identified in the initial ecommerce briefing paper "Getting IT" - The Importance of E Commerce.

The issues are divided into five sections:

  1. Legal Framework and Protecting Citizens Rights
  2. Economic and Social Impacts
  3. Revenue Based Interests
  4. Security Issues
  5. E-Government

There is a general discussion of most issues, followed by a description of current actions (if any) and a list of gaps. It is important to note that this document does not exhaust the range of issues that need to be addressed. Nor is it the final word on the issues it identifies.

The chart that accompanied the initial "Getting IT" paper is included for easy reference. Note that the area of Awareness and Co-ordination is covered in Key Issues paper proper, rather than here, and that we have added Labour Market Capabilities as a major heading.
