Memorandum accounts are notional accounts to record the accumulated balance of surpluses and deficits incurred for outputs operating on a full cost recovery basis. They are intended to provide a long-run perspective to the pricing of outputs.

Action Taken to Address Continued Surpluses

Registration and Provision of Statutory Information

A new fees schedule was introduced on 1 July 1999. The Ministry will continue to monitor and review fee structures in an effort to address continued surpluses.

Management and Enforcement of the Radiocommunications Act

The annual surplus is expected to decline over the next two financial years with falls in revenue resulting from:

  • spectrum conversion projects - where spectrum is converted from administrative radio apparatus licences to spectrum licences and management rights a revenue reduction of 30% is forecast for converted bands; and
  • shifts in technology use - operators moving from land mobile to cellular transmission systems, telecommunications carriers convert from wireless to fibre optic.
