Output Class D1 - Policy Advice: Economic Development

Description

This output class provides policy advice that encompasses the monitoring and oversight of sustainable economic development policies and issues. Specific outputs include:

  • a primary objective of providing advice and assistance to Ministers in determining the Government's economic development strategy; and
  • providing a second opinion policy advice role in relevant areas which are the primary responsibility of other departments.

Quantity, Quality, Timeliness and Cost

Details of performance relating to performance measures for generic standards and measures for policy advice provided by the Ministry of Economic Development for this Vote (Quantity, Quality and Timeliness) can be found in the Statement of Objectives and Statement of Service Performance.

Specific deliverables relating to the agreed work programme are as follows:

Work Programme

All policy advice projects were delivered in accordance with the terms of the work programme as agreed with the Minister.

Key deliverables in the work programme for the year included:

Developing a suite of economic development research strategies to build knowledge of key drivers and issues related to sustainable economic development by 31 October 2000.

The Research, Evaluation and Monitoring Strategy was finalised in December 2000. Research reports have been completed on the interface between innovation and entrepreneurship and strategic impacts evaluation.

Projects Not Included in the 2000/2001 Departmental Forecast Report

Develop a policy framework for economic development and for industry and regional development, with objectives and performance indicators, approved by Ministers.

The Ministry has developed a pilot sustainable economic development framework, which identifies the key characteristics of and factors for sustainable economic development, to guide policy-making. Consultation with other departments has taken place and feedback is now being incorporated to further refine the framework.

The Ministry was officially represented on the inter-departmental working group led by Statistics NZ to develop sustainable development indicators. The interdepartmental group on sustainable development indicators will report back to Cabinet in 2001/2002.

The Ministry was also closely involved in the inter-departmental group co-ordinating preparation for the World Summit on Sustainable Development and the development of a sustainable development strategy.

Provide ongoing advice on issues related to sustainable economic development including:

  • advice on economic development issues and priorities; and
  • advice on issues and policy proposals originating from other government agencies that may have implications for sustainable economic development.

Ongoing advice on sustainable economic development issues and priorities has been provided to Ministers. This has included comment on immigration policies, the Tertiary Education Review, scientific research, employment policies and skill shortages, the dairy industry merger, and policy development and implementation for the Early Development Initiatives and the Student Support package.

Major Budget Variances

The Supplementary Estimates adjustments provide for a fiscally neutral adjustment recognising revenue and expenses for corporate overhead and accommodation support services provided by the Ministry of Economic Development to Industry NZ in its establishment year ($139,000); a transfer of funding to Vote: Commerce, D1 - Policy Advice: Business and Competition for E-Commerce Strategy (-$115,000) and a transfer of funding from Vote: Industry and Regional Development to better reflect where services are provided within portfolios for the Business Practices and Performance Survey ($100,000).
