Output Class D1 - Policy Advice: Sport, Fitness and Leisure

This output class involves the provision of advice on sport, fitness and leisure including:

  • the impact of other policies, international sporting events, the purchase of high performance sports and drug testing services;
  • the government's interests as owner of the Hillary Commission and the Sports Drug Agency; and
  • payments from the Minister's discretionary fund.

Quantity, Quality, Timeliness and Cost

Specific deliverables relating to the agreed work programme are as follows:

Work Programme

All policy advice projects were delivered in accordance with the terms of the work programme as agreed with the Minister.

Key deliverables in the work programme for the year included:

Provision of support for the Ministerial Taskforce on Sport, Fitness and Leisure issues with a final report to be provided by 15 December 2000.

The Ministerial Taskforce on Sport, Fitness and Leisure, presented its report to the Minister in January 2001.

The Office of Tourism and Sport (OTSp) provided direct technical sport and recreation advice in the production of five Cabinet Papers including a paper to the Appointment and Honours Committee.

OTSp provided direct assistance in the development of the Recreation and Sport Agency Bill. This process included the development of a paper on a definition of recreation.

OTSp provided the Minister of Sport with a number of briefings and speeches relating to the findings of the Graham Report.

OTSp responded to Ministerial correspondence and submission on the report after its release.

Anti-doping Legislation amendments: advice on amendments to NZSDA Act and regulations to ensure currency and effectiveness and review of further changes to legislation by 31 December 2000.

The NZ Sports Drug Agency Amendment Act 2000 was effective from 12 April 2001.

Physical activity advice: follow-up action including resource requirements, to the Joint Policy Statement on Physical Activity by 30 June 2001.

The Hillary Commission is the "lead agency" bringing together Education and Health Ministries. OTSP has assisted in this process. The new entity for sport and recreation will work on approaches to increase levels of physical activity.

Monitoring and providing policy advice on the performance of the Hillary Commission and New Zealand Sports Drug Agency (NZSDA) by 30 June 2001.

Reports were provided to the Minister on the 1999/2000 performance delivery of both the Hillary Commission and NZSDA.

A half-yearly report (1 July 2000 - 31 December 2000) was provided on the Hillary Commission.

As NZSDA did not provide a report until 27 April 2001 a late report covering only the number and costs of tests to be purchased was provided to the Minister.

Projects Not Included in the 2000/2001 Departmental Forecast Report

Grants Management: Recommendations will be made to the Minister as required for grants under the Miscellaneous Grants Fund of $50,000. This includes assessment, any liaison with applicants and arranging payment.

Fourteen grants totalling $50,000 were allocated.

Evaluation and implementation of the Sport Sector Review (ex Vote: Education).

OTSp purchased independent policy advice on transition arrangements for the new entity for sport and recreation. This included advice on key issues such as personnel management, relationship management and organisational structure.

Coverage

The Office of Tourism and Sport was capable of providing a comprehensive service to:

  • react promptly to Ministerial requests as required;
  • provide timely and relevant briefings on significant issues;
  • evaluate major policies affecting sport, fitness and leisure; and
  • provide support for the Minister for Cabinet Committees, Select Committees and in the House.

Quality

An external review of policy advice by an independent consultant concluded that policy papers and documents produced by OTSp met the quality criteria as outlined in the Vote: Sport, Fitness and Leisure.

Major Budget Variances

The Supplementary Estimates adjustments provide for a transfer of funding from Vote: Education for evaluation and implementation of the Sport Sector review ($89,000).
