Digital Strategy: A Draft New Zealand Digital Strategy for Consultation - Summary

The completion of this draft Digital Strategy concludes phase 1 of the Digital Strategy. Phase 1 was an inter-departmental process, across the whole of government, to develop this draft Digital Strategy to release for public consultation. Two additional phases follow - the consultation phase and the implementation phase.

Consultation Phase

The aim of this phase is to receive your input on the draft Digital Strategy. Your input is important to us because achieving the vision of this Strategy will affect all New Zealanders.

Your input is sought on the general direction and the specific actions contained in the draft Strategy. Your input will assist us to prioritise key actions which will be reflected in the finalised Strategy. A submission form for your input is attached at the back of the draft Digital Strategy.

Government agencies will be consulting with a wide cross-section of New Zealanders, such as industry, community and voluntary groups, researchers, the cultural and information sector (e.g. libraries), Maori, and health and education professionals. They will hold a number of industry and community forums and meetings, write to groups and individuals to ask for their input and make the draft Strategy and related documents available online on their websites.

This phase will begin on 18 June 2004 and will be completed when the finalised Digital Strategy is released (scheduled for October this year).

Implementation Phase

The aim of this phase is the implementation of the finalised Digital Strategy by a range of government agencies. This phase will continue for the next five years.

Agencies implementing new actions proposed in the finalised Strategy will need to go through the normal Budget process before the actions can be confirmed as government policy and receive funding. Each new action will require detailed policy development, costings and performance indicators for the Budget process.

During the implementation phase, the finalised Digital Strategy and approved actions will be regularly reviewed and updated where necessary.

Implementation will begin on October 2004 so that detailed action plans can be prepared for the 2005/2006 Budget process. Detailed action plans will also be prepared for following Budgets up to 2009/2010.
