Chief Executive's Introduction
This is the Ministry of Economic Development's second Statement of Intent. It describes how we contribute to growing the New Zealand economy, thereby contributing to improved income growth for New Zealanders.
The Statement of Intent serves three main purposes.
- First and foremost, it communicates to Ministers, to Parliament, and to our wide range of external stakeholders, what the Ministry is intending to do to contribute to the Government's objectives, and why.
- Second, the range of outcomes provides key reference points for staff in all parts of our organisation on how their work fits the bigger picture and hence improves alignment and cohesion across the Ministry.
- Third, the five strategic priorities complement the outcomes by providing a clear focus for effort.
This document is a significant step forward from our first SOI. Over the past year we have continued to improve our understanding of the context for, and drivers of, our economic development work. We have also put a lot of effort into clarifying the outcomes themselves, identifying how our work contributes to them, and how they relate to each other. This was the focus of a series of internal "Outcome Teams" we ran over several months to consider our priorities and the rationale underpinning them.
The resulting SOI takes us further along what government departments in many jurisdictions are finding to be a challenging path, and our knowledge of "managing for outcomes" will continue to evolve over time. However, the outcome framework and the strategic priorities articulated in this document represent a strong foundation for enhancing our effectiveness over the coming year and beyond.
