Statement of Intent 2004-2007

This Statement of Intent describes the Ministry's strategy for building and maintaining an effective environment in which business can succeed. That success will bring higher incomes for all, and hence meet the target set by the Government in its Growth and Innovation Framework.

The Ministry's strategy focuses on the things we can do that will best promote growth. It spells out what we want to achieve, rather than just describing what we do. And it highlights five key Strategic Priorities as essential to our drive to strengthen the foundations of the economy and promote innovation.

Developing this strategy has sharpened our understanding of the Ministry's central purpose. It has helped us to build a coherent and unified organisation, as staff can see more clearly how their effort contributes to the wider goal. It also has helped us to ensure that we are building our long-term capability to meet our long-term goals.

The broad outcome framework described in this Statement of Intent portrays the breadth of our work. As the framework shows, all of our work contributes to economic development and the Government's economic objective.

However, we recognise that concentrating our effort on a number of critical areas will bring the greatest gains. For that reason we have identified the following five Strategic Priorities:

  • SP1 Facilitate the alignment of economic development activities across the public sector
  • SP2 Improve international connections, particularly with Australia
  • SP3 Stimulate enhanced entrepreneurial and innovative capability of New Zealand firms
  • SP4 Improve the regulatory environment for business
  • SP5 Improve the quality and reliability of key infrastructure services

The significance of each of these Strategic Priorities is described in some detail in the text. Achieving the goals under each Priority will not be easy, but we are committed to meeting the challenge the Government has set us of leading the drive for better economic outcomes for New Zealand.
