Chief Executive's Overview
This part of the annual report takes stock of our progress against the outcome framework developed for our Statement of Intent 2002-05. While much remains to be done, the Ministry has made good progress in advancing the framework's supporting goals and strategic priorities.
The outcome framework has enabled us to create synergies across the Ministry, and has helped us to set priorities. We are focusing on the things that matter most, always taking into account the Government's key objectives.
The outcome framework has also assisted the Ministry to consolidate its role as the Government's lead agency on economic development. This is a first step to managing for outcomes, and is designed to link through to our planning and performance management systems.
To achieve our desired outcomes the Ministry needs the right combination of people, culture, resources and systems. We have made good progress in building a distinctive organisation with a strong economic development focus. We have adopted an organisational development strategy to strengthen our skills and capability so we can further improve performance across the Ministry.
On a personal note, during the year we welcomed David Smol and Sue Gordon onto the strategic leadership team. David, an economist with considerable experience in the energy sector, is Deputy Secretary Resources and Networks. Sue, who has an extensive background in managing organisational change, is Deputy Secretary Organisational Development and Support. I'd like to acknowledge the contribution of their predecessors: Mike Lear, a Deputy Secretary since 1989, who continues as a key advisor on infrastructure issues; and Katrina Bach, who left the Ministry to become Chief Executive of the Ministry of Housing.
I'd also like to thank all staff and managers whose professionalism and commitment throughout the year is reflected in this report.
