Section 2: The Ministry's Strategy for Growth

Statement of Intent 2005-2008

To achieve its major outcome of a business environment that promotes a higher rate of sustainable income growth for New Zealanders, the Ministry needs to focus its expertise and resources on activities which will have most impact.

To this end, the Ministry has identified five key strategic priorities, which are summarised in this section. They focus on:

  • Leadership
  • International Linkages
  • Innovation
  • Regulatory Environment
  • Infrastructure

The Ministry's Strategic Priorities

The Ministry's major outcome involves working to ensure

the business environment promotes a higher rate of sustainable income growth for New Zealanders

The Ministry undertakes a diverse range of activities to achieve this outcome, but we need to prioritise our effort, focusing expertise and resources on activities likely to impact most on the business environment. On the basis of the evidence and judgements summarised in Section 1, we have derived five strategic priorities.

Within each strategic priority we have identified a set of critical issues that represent the greatest barriers or biggest opportunities that need to be addressed to achieve our major outcome. Our strategic priorities are outlined briefly below and described in more detail in Section 3.

We intend to review our choice of strategic priorities every three years, to ensure we remain focused on the things that matter most. Within each strategic priority, we review our understanding of the critical issues more frequently to make sure we are addressing the most significant issues as they emerge. We are assisted in this by an external consultative group for each strategic priority, including leading people from businesses, universities and local government.
