Chief Executive's Introduction
The Ministry leads the development and implementation of the Government's economic development agenda. This includes co-ordinating work on the Growth and Innovation Framework across departments and other Crown agencies. The public sector's collective challenge is to advise on the policies and programmes that most effectively support the Government's economic objective of increasing New Zealand's growth rate, so per capita income returns to the top half of the OECD and stays there.
To address this challenge, the Ministry has developed five strategic priorities that focus its expertise and resources on the key areas with most potential to generate growth:
- Leadership
Leading a whole-of-government approach to economic development - International Linkages
Improving the international linkages that allow firms to benefit from trade, knowledge transfer and investment - Innovation
Fostering entrepreneurship and innovation in New Zealand firms - Regulatory Environment
Strengthening the growth focus in the regulatory environment for business - Infrastructure
Improving the quality and reliability of key infrastructure services
This Statement of Intent is the Ministry's strategic plan. It spells out why these areas have been chosen, and how the Ministry will work to advance them. We have found the Statement of Intent a key instrument in shaping the focus of the organisation to support the Government's economic objectives, and in enabling the Ministry to use its energy, motivation and skill to greatest benefit.
While the strategic priorities focus on particular areas where increased effort is likely to be most positive for growth, all the Ministry's work aims to enhance growth. The Ministry has developed 14 business environment outcomes, and this Statement of Intent shows how we are implementing systems and processes to achieve these strategically identified outcomes.
This Statement of Intent also outlines our investment strategy for building the Ministry's capability. Our vision of a vibrant, highly-skilled, integrated organisation that leads the Government's economic development agenda across the public sector, is taking shape. To further our vision for the Ministry, we have adopted an organisational development strategy which focuses on three key elements: leadership; becoming an employer of choice; and building an integrated organisation. Our initiatives to achieve these goals are described in Section 1.
The Ministry of Economic Development works across a wide range of activities and portfolios. We are committed to meeting the challenge the Government has set us of striving for better economic outcomes for New Zealand.
