Vote: Economic, Industry and Regional Development
For both Non-Departmental Output Classes the unappropriated expenditure has occurred due to a technical breach of the appropriation. Prior year expenditure (for the June 2002 month) was understated by the GST component of the year-end accrual and as a result these costs have been charged against the 2002/2003 appropriation.
The Minister of Finance has approved the unappropriated expenditure in terms of section 12 of the Public Finance Act 1989.
Vote: Energy
Remedial work was required to plug two historic oil wells in New Plymouth. Work on the first well went according to programme but took longer than expected. Work on the second well was more complex than anticipated due to the worse than expected condition of the well that was not known at the time of the Cabinet approval or in time for inclusion in the 2002/2003 Supplementary Estimates.
The Minister of Finance has approved $243,000 of this unappropriated expenditure in terms of section 12 of the Public Finance Act 1989. The remaining $110,000 requires validating legislation.
