EnergySafe Consultation Paper

In May 1999 a team of officials from the Ministry of Economic Development, formerly the Ministry of Commerce, and the Occupational Safety and Health Service (OSH) of the Department of Labour, presented the Review of the Safety Regime for Electrical and Gas Work to the Government. The Review contained 50 recommendations on changes to the safety regime for electrical and gas work. These were agreed to in principle by the Government.

One of those decisions required the Energy Inspection Group of Commerce and OSH to:

"co-ordinate a series of task groups working on the detailed implementation of the measures proposed in this report. The task groups should develop specific proposals for the legislative changes needed, in consultation with relevant industry groups, and report back to Cabinet by 30 March 2000." (this was recommendation 37 of the Review.)

The EnergySafe working party (EWP) was established in mid-1999 to implement this decision. (The membership of the EWP is set out in Appendix One.) The task of the EWP was to translate the Government's in principle decisions into the administrative and legislative changes that would be needed to implement a new safety regime.

The result of the EWP's work can be found in this paper. You are invited to make a submission on the findings of the EWP and your views will be considered in formulating recommendations to Government on the final shape of the changes to the electricity and gas safety regimes.
