Sample Collection
The FQM programme involves the assessment of fuels collected from randomly selected service stations in accordance with a sampling plan. This is reinforced by a small number of samples taken either from bulk storage depots or as a result of consumer complaints. The sampling plan3 is specifically designed for this purpose to detect minimum of 3% of the non-compliant fuel at a 95% level of confidence.
Samples are collected by a contractor using a sampling method, which is based on the sampling standards specified in the Regulations. All routine FQM samples are collected from service stations.
The sampling method, sampling plan and service station selection method are described in an earlier report, Fuel quality Monitoring in New Zealand.4
