Schedules of Non-Departmental Activities for the Year Ended 30 June 2004
The Ministry of Economic Development administered the following non-departmental appropriations during 2003/2004:
- Output classes across five Votes (Economic, Industry and Regional Development, Commerce, Communications, Energy and Tourism) totalling $236.448 million for services supplied by the Commerce Commission, Securities Commission, Accounting Standards Review Board, Takeovers Panel, Telecommunications Commission, New Zealand Trade and Enterprise, local and national delivery organisations for industry and regional development programmes, and New Zealand Tourism Board;
- Other expenses across five Votes (Economic, Industry and Regional Development, Commerce, Communications, Energy and Tourism) totalling $54.304 million for contributions to international organisations, Ministry of Energy residual liabilities, Regional Development Programme initiatives, Industry Specialist and Feasibility Grants, Business Success and Outreach Schemes, and other grants and expenses;
- Capital investments in three Votes (Economic, Industry and Regional Development) to New Zealand Trade and Enterprise ($4.997 million) for the integration of Trade New Zealand and Industry New Zealand to the new entity New Zealand Trade and Enterprise; (Commerce) to the Securities Commission ($1.506 million) for moving to larger premises and increased operating expenditure, and the Building Industry Authority ($3.5 million) to ensure the working capital of the BIA is sustainable in the medium term; and (Energy) to the Electricity Commission ($0.869 million) to cover set up costs and provide initial working capital; and
- Purchase or development of Capital Assets by the Crown in Vote Energy, for the purchase of reserve generation plant ($141 million), GST and custom excise on construction costs ($28 million), and fuel inventory ($10 million).
While the Ministry is responsible for making payments for services supplied under non-departmental output classes and, on behalf of the relevant Vote Minister, for monitoring the performance of non-departmental providers, these providers are directly accountable to Ministers for their performance in supplying non-departmental output classes.
The Ministry also collected $171.074 million of Crown revenue in 2003/2004, with the major portion coming from energy resource levies, petroleum royalties, and electricity line businesses levies.
