53. Amendments to the Copyright Act 1994 are required to effect the proposals contained in this paper. The Copyright (New Technologies and Performers' Rights) Amendment Bill has been accorded priority five on the 2003 legislative programme. Drafting instructions would be provided to Parliamentary Counsel Office by October 2003. It is anticipated that the Bill would be introduced in March 2004 with an expectation that it be passed by October 2004. The proposed Bill is to bind the Crown.
