Compliance Costs


The Ministry has responsibility for promoting measures to improve the quality of the government's regulatory process and provides government with advice on measures to minimise compliance costs to New Zealand business.

Evaluation and Trial of the Standard Cost Model
The standard cost model is a methodology developed in the Netherlands to identify and measure the administrative burdens imposed on business by regulation. To date, it has been used by a number of European countries.

Business Compliance Cost Reduction Report-Back: Business Compliance Costs Perceptions Survey
In Striking the Balance, the government agreed to commission a study on business perceptions of compliance costs. Consequently, in mid 2002, the Ministry of Economic Development and The Treasury commissioned Massey University's New Zealand Centre for SME.

Ministerial Panel on Business Compliance Costs
On 16 October 2000 Cabinet agreed to the establishment of the Ministerial Panel on Business Compliance Costs ("the Panel") to identify and make recommendations to Government on ways to reduce compliance costs arising from existing legislation.

Within the Ministry

The Regulatory Impact Analysis Unit, within the Regulatory and Competition Policy Branch of the Ministry, is responsible for the development and implementation of the government's compliance costs reduction package.
