Consultation Regarding Draft Transport Rules (Part F of the Electricity Governance Rules 2003)
Part F of the Transport Rules will deal with regulation by the Electricity Commission of electricity transmission services, contracts, investment and pricing. Part F will regulate the role of Transpower as the national grid asset owner; not as system operator.
In July 2003, the Electricity Commission Establishment Unit (ECEU) released a discussion document proposing a model for transmission in a regulated environment (The "July discussion paper). This model replaced the previous Part F of the Electricity Rules.
Draft rules have now been developed to clarify and better define the high level model set out in the July discussion paper. The proposals reflect submissions and cross submissions received on the July discussion paper, the draft Government Policy Statement dated 14 September 2003, principles for good regulation, and further analysis.
The ECEU requested that all responses were to be received by 4 December 2003.
Further to the release of draft Part F rules and a consultation paper on 4 November 2003, a final draft of Part F and an explanations paper were released on 18 March 2004.
The Approved Version of the Rules were released on 28 April 2004
