Regulatory Impact Analysis


The requirements for Regulatory Impact Analysis (RIA) prescribe some rules about what government agencies need to ensure is done when:

  • writing discussion documents
  • conducting analysis of the policy problem, options, and impacts of those options
  • writing Regulatory Impact Statements (RISs).

If you are involved in policy development work you should be familiar with the RIA requirements, as you are likely to have to comply with them. Unless one of the exemptions applies, the RIA requirements apply to all policy proposals submitted to Cabinet that result in government bills or statutory regulations, as well as Cabinet papers proposing that the Government support or adopt a Member's Bill as a Government Bill. More detail on when the requirements apply is contained in the RIA Guidelines.
