Postal Policy


The Ministry advises the Minister of Communications on the regulatory environment, including competition in postal services, so that New Zealand postal market operates efficiently.

We also administer the register of postal operators. If you intend to carry letters as defined by the Postal Services Act then you are required to be registered as a postal operator. To become a registered postal operator is straightforward. To register please ensure you have read and understand the Postal Services Act 1998 and are aware of your responsibilities as a registered postal operator. You are then required to complete and send in the Postal Operator Registration Forms.

The Postal Services Act 1998

The Postal Services Act 1998 [link to Interim Website of New Zealand Legislation] came into force on 1 April 1998 and removed New Zealand Post Limited's monopoly on the carriage of standard letters.

No person may carry letters for profit unless he or she is registered as a postal operator by the Ministry of Economic Development.
