On 12 February 2002, Prime Minister Helen Clark released the Government's policy framework for economic transformation. The framework, Growing an Innovative New Zealand, has three key elements
- Strengthening the economic foundations
- Investment in innovation, talent and global connectedness
- Sectoral policies focussing on the bio-technology, ICT and creative sectors.
