Development of Electricity Governance (Connection of Distributed Generation) Regulations 2007


In September 2003, the Government released a discussion paper outlining proposed regulations and asking for comment. Submissions closed on 3 November 2003 and a summary of them was released in December 2003.

In 2006, the Government released a discussion paper and draft regulations for connection of distributed generation to local lines networks. The discussion paper highlighted key issues to consider in relation to the proposed regulations and sought comment in relation to whether the regulations give effect to the Government's overall objectives in this area. The draft regulations outlined an application process for generators to seek approval from distributors for connecting distributed generation; regulated terms that apply to connection in the absence of contractually agreed terms; a dispute resolution process; pricing principles; and prescribed fees. Submissions closed on 10 October 2006, and copies were released on 13 November 2006.

On 13 April 2007, a further draft of the regulations was released for comments from stakeholders. Accompanying this new draft for feedback was a discussion paper summarising key changes made to the regulations following consultation in 2006, and a more detailed summary of submissions. Submissions closed on 4 May 2007.

The Electricity Governance (Connection of Distributed Generation) Regulations came into force on 30 August 2007.
