Government Electronic Tenders Service (GETS)

GETS is a free service managed on behalf of the New Zealand Government by the Ministry. GETS is designed to promote open, fair competition in the New Zealand Government market and meet international trade agreement commitments to provide information about New Zealand Government business opportunities.

All New Zealand public sector agencies, including local authorities, are encouraged to publish information on GETS. New Zealand Public Service Departments, New Zealand Defence Force and New Zealand Police are mandated (see the Mandatory Rules for procurement by Departments) to use GETS for the publication of all opportunities above minimum thresholds and related information.

GETS is an information resource only.  GETS staff have no involvement in running or evaluating tenders/offers.

GETS Review

In September 2008, the Ministry’s Government Procurement Development Group commissioned an independent Review of the Government Electronic Tenders Service (GETS).

While GETS is cost-effective and a simple tool for advertising and alerting suppliers to government opportunities, its basic functionality has remained relatively unchanged for a number of years. Before making any significant investment in a new or improved GETS, the Ministry considered an objective assessment of stakeholders’ needs and how these could be met should be undertaken to inform future development decisions.

Azimuth Consulting was selected by competitive tender to undertake the review between September and December 2008.

The primary objectives of the review were that it:

  • was demonstrably independent and objective;
  • identified the requirements and expectations of stakeholders with respect to the functionality of a GETS tool; and
  • identified a range of options to provide the required functionality, with indicative implementation and operational costs of those options.

The Review report was delivered by Azimuth Consulting on 1 December 2008 and is published here (names of participants have been removed for privacy reasons).

MED is looking at the options available to us. The initial focus will be on a technical audit and analysis of the cost and impact of incremental improvements on the existing system. This will be done later this calendar year. Work on providing tools and standardised templates to provide guidance and address the information issues raised in the report is underway.
