2006/2007 New Zealand Government Review of the 1994 World Trade Organisation Agreement on Government Procurement
Government procurement remains outside the multilateral trade rules framework established by the World Trade Organisation (WTO). WTO members have the option of joining a plurilateral Government Procurement Agreement (WTO GPA). New Zealand periodically reviews the costs and benefits of membership but to date has remained outside the GPA. As a result of recent interest shown by a number of firms and business groups in the possibility of improved access into the US government procurement market in particular, the Ministry of Economic Development, in conjunction with the Ministry of Foreign Affairs and Trade, is undertaking a fresh review. The attached discussion documents have been prepared to facilitate discussion with industry and public sector stakeholders. Interested parties are invited to provide comment, including responses to the "Focus Questions" included in the documents, by (8 December 2006) now extended to 9 February 2007.
UPDATE:
On 8 December the existing members of the WTO GPA reached provisional agreement on a revised GPA text. This may be found on the WTO website www.wto.org by searching the Documents Online database, using the document symbol GPA/W/297.
