Statement on the Theft of Intellectual Property - Piracy and Counterfeiting Report

The AJ Park report on Theft of Intellectual Property - Piracy and Counterfeiting was produced in July 1998 only two months after the parallel importing changes took effect.

Contrary to recent media reports, it does not review parallel importing. It is a report on enforcement of intellectual property rights in New Zealand and measures to combat counterfeiting and piracy. Attached is a copy of the report and accompanying note explaining the status of the report.

Introductory Letter

Please find attached a report on the Theft of Intellectual Property - Piracy and Counterfeiting whichhas been written by a consultant for the Ministry of Commerce. The report is intended to assist the Ministry in reporting to Cabinet on the piracy and counterfeiting issue.

The report discusses the piracy issue from both the New Zealand situation and the international situation. The report also makes a number of recommendations.

The views in the report are those of the consultant. They do not represent the views of the Ministry of Commerce nor are they Government policy.
