Procurement Rules
The Mandatory Rules for Procurement by Departments are based on New Zealand's treaty obligations under the Trans-Pacific Strategic Partnership Agreement (TPSEPA) with Brunei, Chile and Singapore. The Rules are consistent with New Zealand's established globally open and transparent government procurement policy and good practice framework. They promote competition (including full and fair opportunity for domestic industry), through prescribed open tendering and prequalification procedures, centralised advertising on the Government Electronic Tenders Service (GETS), post-award transparency, and publication of Annual Procurement Plans. The Rules are mandatory for Public Service Departments [link to SSC website], New Zealand Defence Force and New Zealand Police. Other public sector agencies are encouraged to comply, as appropriate.
