Expenditure Review of Business Assistance Programmes


The Ministry of Economic Development has led a cross agency review of business assistance programmes. This was one of a number of reviews in various areas of government expenditure.

The review was aimed at identifying opportunities to improve performance and value for money from government expenditure on the business assistance programmes summarised in the Business Assistance Programmes table. While these programmes are already subject to regular evaluation on an individual basis, the review has looked at how we can increase the contribution which the overall suite of programmes makes to the government's aim of lifting productivity growth rates. The review also gathered wider views on business assistance within New Zealand generally.

The review was undertaken by a team from the Ministry of Economic Development, the Ministry of Foreign Affairs and Trade, New Zealand Trade and Enterprise, the Treasury and the State Services Commission with input from the Department of Prime Minister and Cabinet.

MED would like to thank all those who offered their views during the public submission process. The online submission process received over 40 submissions between 24 April and 31 May 2006. The majority of respondents were from firms with fewer than 10 staff, less than $5 million turnover and which had received some form of government business assistance. All responses were considered as a part of the review, and have contributed to the report the Minister of Economic Development has now released.
