Harmonized System Nomenclature - 2007 Amendment: New Zealand Implementation Project
The World Customs Organization (WCO) [link to WCO website] has released its latest amendment to the Harmonized Commodity Description and Coding System (HS). The third major amendment to the HS, it takes effect from 1 January 2007.
The HS nomenclature is a goods classification system used by New Zealand and more than 190 other countries as a basis for their Customs tariffs and for the collection of international trade statistics.
The WCO is responsible for the HS and revises the system at regular intervals (every four to six years) to ensure it reflects changes in technology or in patterns of international trade. Details of the HS 2007 amendment are available from the WCO website:
A project team established across the Ministry of Economic Development, New Zealand Customs Service [link to NZCS website] and Statistics New Zealand [link to SNZ website] will implement the updated nomenclature into the New Zealand international trade environment on 1 January 2007.
Note that the changes will not affect the current duty status of any imported goods. However, for some commodities there may be a loss of or increase in detail or shift in scope.
