On 28 February 2002 the then Minister of Commerce, Hon Paul Swain, announced a review of tariff policy to determine the shape of New Zealand's post-2005 tariff regime.

On 19 March 2003, the Minister of Commerce, Hon Lianne Dalziel, announced the release of the Infometrics report, an important part of the information base for the Review and one of a number of sources being drawn on for the officials' Report. The report, however, does not represent Government policy on tariffs.

On 30 September 2003 the Minister of Commerce, the Minister of Economic, Industry and Regional Development, and the Minister of Trade Negotiations jointly announced the decisions of the Review and released the officials' report.

  In April 2000 the Government took the decision to freeze tariffs at their July 1999 levels until at least 1 July 2005. This decision constituted a significant departure from the previous Government's policy of unilaterally removing all tariffs by 2006.

  The attached report Review of Import Tariffs beyond 2005 by Infometrics was commissioned by the Ministry of Economic Development to inform the Post-2005 Tariff Review. It is being released under the Official Information Act 1982.
• Terms of Reference for a Review of Post-2005 Tariff Policy
  The Government has requested that officials review New Zealand's post-2005 tariff policy and develop tariff policy options for that period.
