The Deed of Understanding between the Crown and New Zealand Post Limited

The Deed of Understanding between the Crown and New Zealand Post Limited sets out certain social, price and service undertakings to be met by the company in New Zealand's competitive postal environment.

A Deed was first established with the company in 1989. It expired in September 1992, but with the agreement of New Zealand Post Limited and the Government, it was rolled over and amended a number of times.

In 1997, the Government announced that it would remove New Zealand Post Limited's monopoly on the carriage of standard letters through a new Postal Services Act. Following this decision, a new Deed was negotiated between the Crown and the company to reflect the new environment.

Compliance with the Deed of Understanding is monitored by means of information disclosure regulations passed pursuant to the Postal Services Act 1998. The Ministry of Economic Development ensures New Zealand Post Limited's compliance with the Deed of Understanding and the Postal Services Act. Inquiries should be directed to:
