Scoping a National Policy Statement on Electricity Transmission



In November 2004, Cabinet agreed that a reference group comprising relevant government departments and key stakeholder groups be set up to prepare a report on whether a national policy statement (NPS) and national environmental standards (NES) for electricity transmission should be prepared under the Resource Management Act.

The reference group's draft report was released for public consultation in November 2005. The report:

  • Developed an outline of what an NPS on electricity transmission could and could not cover;
  • Considered whether an NPS on electricity transmission was likely to be beneficial; and
  • Scoped related national environmental standards.

Twenty nine submissions on the draft report were received by the Ministry. Following consideration of the submissions the reference group reported to Ministers in April 2006.

This report recommends that the Minister for the Environment be invited to prepare, for public consultation, a proposed NPS and two draft NESs.
