Evaluation of industry development programmes is an important input into the development and refinement of industry development policy. Evaluation information supports evidence-based policy development which in turn strengthens the overall effectiveness of government intervention.

The following are evaluations of industry development programmes by the Research, Evaluation and Monitoring team.

• Evaluations Released 7 November 2006
  Seven new evaluations of NZTE programmes have been released as part of MED's regular evaluation process for business assistance programes.
• Fact Sheets
  Fact sheets on released evaluations of industry development programmes.
• Media Statements
  Economic Development Minister Trevor Mallard has released seven recent evaluations of NZTE programmes, and resulting Cabinet decisions. The terms of reference for the Review of Business Assistance Programmes have also been released.
• Cabinet Papers
  Cabinet papers relating to the evaluation of industry development programmes.
• Evaluation of Beachhead Programme
  This report evaluates the Beachhead programme, which connects New Zealand firms in particular sectors to a range of services.
• Evaluation Reports Released 12 May 2006
  Seven evaluation reports were recently completed by the Research, Evaluation and Monitoring team at MED.
• Baseline Review of Angel Investment in New Zealand (Undertaken as Part of the Formation of the Seed Co-Investment Fund)  [ Published 26 November 2007 ]
  The purpose of a baseline review of the Seed Co-Investment Fund was to establish a description of the angel investment market in New Zealand and provide comment on government policy parameters around this market.
• Review of Australia New Zealand Biotechnology Partnership Fund  [ Published 13 June 2007 ]
  This report presents the review of the Australia New Zealand Biotechnology Partnership Fund which investigated the effectiveness of the programme against its objectives and provides recommendations for programme improvement.
• Growth Service Range: Policy Articulation and Clarification  [ Published 29 May 2007 ]
  An evaluation of the Growth Services Range in 2005 found that its existing policy prescription needed greater clarity. The evaluation identified eight specific areas where additional policy clarification would be beneficial.
• Evaluation of the Implementation of Investment New Zealand  [ Published 01 February 2004 ]
  This Implementation Review evaluates the implementation of INZ promotion and facilitation support from a backward looking perspective.
• Evaluation Report: BIZ Investment Ready Scheme  [ Published 01 March 2003 ]
  This report follows the review of the BIZ Investment Ready Scheme which aimed to evaluate both efficiency and effectiveness of the scheme, and provide recommendations on improvements.
