Climate Change Response Act 2002
Under the Kyoto Protocol, New Zealand is required to develop and maintain a registry to ensure the accurate accounting of emission units. The Climate Change Response Act, passed by parliament in 2002, establishes New Zealand's registry and associated procedures.
The Climate Change Response Amendment Bill, introduced to parliament in May 2005, seeks to amend the Act to (among other things):
- allow private New Zealand individuals and businesses to hold accounts in the registry and to trade in emission units;
- provide for the accounting of two new types of emission units (created by international decisions at a Conference of the Parties to the United Nations Framework Convention on Climate Change) which will cater for forest sink projects under the Kyoto Protocol's Clean Development Mechanism.
