Gas (Safety and Measurement) Regulations 2010
These regulations came into force on 4 May 2010. However Regulation 45, exempting certain types of gasfitting from certification, came into force on 1 April 2010 to coincide with the updated definition of gasfitting under Section 5 of the Plumbers, Gasfitters and Drainlayers Act 2006.
The Gas (Safety and Measurement) Regulations 2010 prescribe:
- The general rules and requirements about safety.
- The point of supply.
- Requirements for safety management systems that operators of gas supply systems must meet by 4 May 2013. This includes setting the 'brightline' for which gas supply systems are required to have an SMS.
- The certification regime for gas appliances.
- Two levels of offences and infringement offences.
- Transitional provisions.
Gas Regulations 1993 and Amendments
The Gas Regulations 1993 were revoked by the Gas (Safety & Measurement) Regulations 2010 although transitional provisions allow compliance with the 1993 regulations under certain circumstances.
Regulations under the Hazardous Substances and New Organisms Act 1996
The Gas Act and regulations made under the Gas Act are controls under the Hazardous Substances and New Organisms Act 1996 (the HSNO Act). Energy Safety enforces Regulations under the HSNO Act to the extent that they come within the scope of the Gas Act.
The suite of regulations under the HSNO Act provide detailed controls under the HSNO Act that include delineation of hazardous areas and the storage and location of hazardous substances, including LPG cylinders, and emergency management.

New regulatory amendments to the gas certification regime were published in the New Zealand Gazette on 27 September and will be effective from 1 July 2013.
A number of amendments to the Gas (Safety and Measurement) Regulations 2010 became effective from 10 November 2011.
